I find luck so hard to define. Is it more about avoiding bad situations/outcomes or prospering despite them? In these games where you generally have an awful backstory and then get shot at a lot, it's hard to say.
In the games I like high INT and PER but I also like high AGI and CHA. I never seem to have enough points for my characters (especially in FO4 with only 28!) but it was hard to use up the whole 40 for 'me'!
