I've only played FO1 twice, unarmed character each time so I often wind up between him and the enemy. The first time I had high charisma and he never shot me. The 2nd time I heard it's pretty useless so it's low and he shoots me all the time!! Conclusion: Ian only shoots you if he thinks you're ugly. And he thinks I'm ugly now :(
